3 foot tall woody shrub growing at the edge of a parking lot in a greenbelt park. I suspect that the green leaves from growth during warm spells during our mild winter, because they look too sparse to be a full complement of evergreen leaves.

This looks like a silk tassel but the leaves seem too narrow and pointed (relative to other similar shrubs in this park) to be Lindheimer's. It comes up in iNat as Garrya ovata, although I’m not sure that I can tell the difference from iNat photos. Any ideas?
