Appears to be a succulent. Is supposed to bloom, but never has, probably due to shady location. Extremely drought tolerant!
Update: located a specimen at Boyce-Thompson Arboretum, which was labeled pedilanthus macrocarpa, aka "Sonoran Lady's Slipper". This name doesn't seem to be in the database!
