I have no idea what this snake is. It’s a garter for sure. Found along the Columbia River. Anyone have any guesses or seen anything like this?

8:30 AM; air temperature 59 degrees F.Seen in low weeds in cleared area adjacent to dense riparian vegetation. Low wet area with abundant recently metamorphosed Pseudacris hypochondriaca. Fourth individual seen in four years of least Bell's vireo monitoring. Very low population density here.

Not sure what kind of garter snake it is. Also, I assume the baby bird is a white crowned sparrow, since a pair of white crowned sparrows were attacking the snake.

Seven upper labial scales and keeled scales along the body. The coloration being all completely black threw me for a loop though.
