I think this is a natural population of polyphyllus, possibly the closest north of Seattle? I didn't see any sign of restoration, lupine used to be common around wetlands, there is a lake nearby, and highway habitat seems like a place it could persist.

Well hidden but active in a roadside ditch
Definitely a juvenile, I could see blue eyes close up.
Tall green plant, some with purple flowers and some with a kind of cottony substance
